Ana Fruntelata is Area Director with more than 18 years-experience managing and delivering technical assistance projects. She is a senior manager in development and cooperation projects with experience in the implementation of very complex projects, managing several teams and establishing coordination mechanisms to liaise with the Beneficiaries, Contracting Authorities and Consortium Partners, in order to achieve optimum results in the projects.
Ana counts on more than 18 years’ experience in particular in the field of EU accession, legal approximation, rule of law, governance, PAR, human rights, anti-corruption, justice and civil society development.
She is the Head of the company’s permanent office in Bucharest, Romania and of the Acquisition Support Unit (ASU), a vital component within our company, as it enables the other departments to function smoothly and achieve the performance goals set. ASU is in charge of the preparation of application for projects and it is involved in preparation of tenders by undertaking the responsibility of preparing the CVs of the key experts and making sure that all supporting documents are in line with Donor's requirements.

Carlos holds a BA in History and Economics and an MPhil in Latin American Studies. He has been working on EU-funded projects for over 10 years, on topics such as EU integration, trade promotion, public administration reform, and communication and public diplomacy. He has worked across a variety of geographic areas, currently covering the Western Balkans, Latin America, and the ENI countries.
He serves as project director for three EU-funded projects in North Macedonia, as well as our technical assistance facility in Colombia. Carlos joined B&S Europe in 2017 and has been based in our Brussels and Skopje offices; currently he is based in Spain and travels often to our permanent offices and the projects where we implement projects.
Carlos therefore has a strong experience in EU programme-management, full knowledge of the applicable EU procedures, and a solid understanding of the key technical areas of the EU´s project´s in the regions where we operate. He is fully fluent in English and Spanish.

Sabine Böltken has an impressive 19-year track record in project management in the realm of international development cooperation. Her primary focus lies in the critical domain of migration governance, addressing the root causes of migration, and extending support to Civil Society Organisations (CSOs).
Sabine's expertise centers on the intricate process of facilitating the voluntary return and successful reintegration of migrants in their countries of origin, even encompassing irregular migrants and victims of human trafficking. She has been an advocate for analysing and promoting the Migration-Development nexus, striving to mitigate the 'push' factors contributing to irregular migration. Her extensive field experience focuses on Sub Saharan Africa.
Her experience in senior management positions includes roles as Head of Country Office, Head of Unit, and Area Director, and other pivotal roles with internationally renowned organisations, such as IOM, ICMPD, and the GOPA Group. She is well-versed in implementing assignments for esteemed entities like DG Home, DG INTPA, GIZ, and Enabel, spanning service to framework contracts, including expert missions. While a director of the Peace & Security, she is also active as in-house expert on Migration and Displacement.

Jorge Cabaço holds a Master's degree in European Studies from the College of Europe and a bachelor's degree in International Relations from the University of Minho in Portugal. His professional journey began in the late 1990s at the European Commission (EC), where he spent over seven years in Brussels and EU Delegations to Ethiopia and Angola. He successfully managed a diverse portfolio of projects and programmes financed under the European Instrument for Democracy and Human Rights (EIDHR) and the European Development Fund. In 2006, Jorge joined the European Consultants Organisation, member of the International Consulting Expertise (ICE) grouping.
Over the span of almost two decades, he has held several senior management roles within the ICE group: Head of the Framework Contract Department since 2007; Project Director Human Rights and Democratisation; Managing Director (2011-2016). Beyond his extensive professional experience and technical expertise, he possesses very strong leadership skills and an in-depth knowledge of EC procurement and contracting rules and procedures. Fluent in both French and Portuguese, he is also proficient in English and has a strong passive understanding of Spanish.
