Rafael COMENGE

As a visionary leader in the realm of international cooperation and development, Rafael Comenge brings a wealth of expertise and a deep commitment to positive change. With over two decades of global experience, Rafael has dedicated his career to providing technical support for reform processes within public administration in Africa, EU and the Balkans.

His expertise extends to specific sector analysis, where he has played a pivotal role in guiding civil servants through transformative change while setting up effective management systems. Rafael’s role as a skilled and experienced Capacity Building expert and trainer has empowered countless individuals and organizations, from public and private sectors, to thrive in the ever-evolving landscape of international cooperation.

Rafael believes in the power of strategic partnerships that shape the world through sustainability and impact. His visionary approach has led him to contribute significantly to the design of strategic development plans at both national and regional levels. Rafael holds a Master’s degree in Business Administration from Rotterdam School of Management.

Mihaela DĂSCULȚU

An advocate for a more just and equitable world, Mihaela Dascultu has over 15 years’ experience promoting a (project) management approach marked by passion, ethics, professionalism, and dynamism.

She recognizes the transformative power of community and stakeholders engagement and is a staunch advocate for good governance, peace and human rights. Precisely in these areas, she has collaborated closely with European and international organisations to drive reform, democratization, institutional strengthening, and accountability.

Her work also encompasses harmonization of legislation, social inclusion, civil society engagement, fund management, and capacity building, among other.

With more than a decade of dedication to international cooperation, Mihaela possesses an exceptional understanding of EU procedures, Practical Guide Procedures, Framework Contracts procedures, EU institutions, and cooperation mechanisms. She holds a background in law and a Master's degree in Public and Administrative Law from the University of Liège.

Al Hassane NIANG

Al Hassane Niang is a seasoned professional with over 15 years of invaluable experience in the field of development cooperation. His journey has been defined by a passionate commitment to fostering lasting progress in both francophone and Anglophone African countries. With a strong focus on sectors such as good governance, justice, and security, Al Hassane has emerged as an expert in the area of Public Administration Reform, playing a pivotal role in accompanying countries on their journey toward reform and transformation. With a robust technical expertise in human rights and a deep understanding of civil society organizations, he has worked tirelessly to empower and collaborate with these vital entities, recognizing their role in driving positive change.

He firmly believes in equipping people and communities with the strategies, tools, and resources they need to achieve meaningful and lasting progress. His leadership reflects his dedication to driving impactful development initiatives and positive change on a global scale. He holds a Master's degree in Political Science & European Studies from ISMAPP Paris IV, in addition to a BA & MA from Sorbonne University Paris IV. His academic achievements complement his real-world experience, making him a well-rounded and influential leader in the field of development cooperation.

Vincent CURIE

A distinguished leader with over 15 years’ experience in international cooperation, Vincent Curie plays a pivotal role in shaping the company's direction and impact. His remarkable career has been defined by his expertise in managing complex EU-funded projects. His extensive experience working with EU institutions and international organizations has equipped him with a deep understanding of the intricacies of justice and security programmes, opening him to roles such as Project Director, Advisor, Team Leader, Capacity Building expert for Civil Society Organizations (CSOs) and law enforcement bodies. A passionate educator, he is a respected university lecturer on "International Project Management" and trainer in Project Cycle Management (PCM), proposal writing, EU procedures, and Logical Framework Approach for EU-funded projects. Vincent is dedicated to making each project a catalyst for change.

His unwavering commitment to performance is a blend of empathy, dedication, and accountability towards beneficiaries and the populations of the countries where GOPA PACE works. He holds two Master's degrees, in European Public Management and in Community Litigation, from prestigious institutions in Belgium and Luxembourg.
